2008年10月至2009年4月，科学技术哲学研究中心博士研究生、青年教师赵晓聃在英国牛津大学哲学系进行了为期半年的学术访问。访问期间，赵晓聃结合本人的博士学位论文，主要围绕规则遵循、规则、意义理论、规范性和实在论等几个方面完成了文献收集和学术访问研究工作，并坚持参加牛津大学的相关学术活动，同时访问了一些教授和学者。主要活动有以下几个方面：
一、参加了哲学系两个学期（Michaelmas Term & Hilary Term）的大部分课程和主要研讨班，聆听的主要课程有：R. Wedgewood教授讲授的认识论（Knowledge and Reality: Epistemology）；J. Hawthorne教授讲授的形而上学（Knowledge and Reality: Metaphysics）；C. Shields教授讲的古希腊哲学（The Metaphysics of Form in Plato and Aristotle）；D. Robinson教授讲的康德哲学（Philosophy of Kant: Critique of Pure Reason）；S. Mulhall教授讲的海德格尔哲学课（Post-Kantian Philosophy: Heidegger Being and Time）；B. Leftow教授讲的宗教学（The Nature of God）；A. Avramides博士讲的心灵哲学（Philosophy of Mind）等。
参加的研讨课主要有：T. Bayne博士主持的心灵哲学讨论课（Topics in the Philosophy of Mind）；T. Bayne和N. Shea博士主持的意识和内容讨论课（Foundational Readings in Consciousness and Content）；J. Broome教授主持的规范性和合理性研讨课（Normativity, Rationality and Reasoning）；A. Hattiangadi博士主持的语言哲学研讨课（Philosophy of Language）等。

三、访问期间，赵晓聃对牛津大学的几位教授和学者进行了访谈，和他们作了一些学术交流。
1、基于博士论文的选题，对牛津大学St. Hilda学院的Anandi Hattiangadi博士进行了专题访谈。Anandi Hattiangadi博士在2007年出版了一本专著Oughts and Thoughts：Rule-Following and the Normativity of Content，它回应了Kripke在Wittgenstein后期作品中所发现的怀疑论论证。赵晓聃就Wittgenstein论规则遵循；Kripke、Boghossian、McDowell和Peter Pagin的解读；语言共同体；语义实在论；规范性的内涵和不同层次等问题请教了Anandi Hattiangadi博士，并就博士论文选题中的一些疑问听取了她的建议，加深了对规则遵循、实在论和规范性等问题的理解。
2、针对自己在语言哲学领域的一些问题对哲学家Michael Dummett爵士进行了访谈。赵晓聃就语言哲学的本质；分析哲学与欧陆哲学之间的关系；分析哲学家的特质；意义和真；实在论及语言哲学和心灵哲学的关系等问题请教了Michael Dummett爵士，就论文的内容与他进行了交流，因而深入了解了当代分析哲学的发展趋势，并澄清了对某些问题的误解。
3、此外，赵晓聃还就哲学研究的方法、博士论文的选题、内容和难点请教了哲学家Daniel N. Robinson教授、Anita Avramides博士等人，并与一些研究生进行了探讨和交流，进而了解牛津哲学家的研究状况和当代哲学研究的前沿动态，领略到牛津哲学的特质。
四、结合本人的博士论文写作，在牛津哲学系图书馆和牛津大学图书馆（Bodleian Library）搜集了大量的文献资料，内容涉及科学技哲学、语言哲学、心灵哲学、政治哲学、伦理学等各领域，为撰写博士论文和进一步的研究作了充分准备。
五、走访伦敦、剑桥和卡迪夫等地，参观了大英博物馆（British Museum）、国家画廊（National Gallery）、国家肖像画艺术馆（National Portrait Gallery）、牛津科学历史博物馆（Museum of the History of Science）、牛津博物馆 （Museum of Oxford）、威尔士国立博物馆（National Museum of Wales）以及各地的很多学院，访古寻幽，探奇揽胜，深刻体验了英伦特有的文化底蕴及牛津、剑桥等地浓厚的学术氛围。
